Background

Swiss Emmaus Leprosy Relief Work India (SEI) is an Indian development organization with its origin and close association to FAIRMED Switzerland. It is a non-profit development organization that works with a mandate of ‘health for the poorest’. SEI started its work in India in 1960 and initially worked to eliminate leprosy as a public health problem. From last 59 years, SEI has dedicated itself to improve the lives of people affected by leprosy and other poverty related diseases. From supporting tertiary care leprosy services along with field-based services, SEI has come a long way in ensuring that fair health services are available to the marginalized communities in India. It believes that poor health and poverty share a symbiotic relationship for which SEI believes in strengthening health systems thereby providing fair access to healthcare & medicines for preventable diseases.

SEI works mainly in collaboration with the Central and State Government in the Leprosy Control Program in partnership with local NGOs. SEI has its presence in 4 states namely Andhra Pradesh, Karnataka, Tamil Nadu and Maharashtra supporting 5 tertiary care hospitals (3 in Andhra Pradesh, 1 each in Tamil Nadu and Karnataka states respectively) which are recognized by the Central leprosy Division, Government of India. SEI also implemented 3 community based programs (Two in Andhra Pradesh and one in Maharashtra state).

SEI is also the founder member of the International Federation of Anti-leprosy Associations (ILEP) in India besides being a member of the National Health Consortium (NHC).

Project overview

SEI undertakes a three-year pilot project “Migration in Leprosy Patients in India” to understand the impact of migration among people affected by Leprosy and its consequences on treatment and other health seeking behaviour in 4 states namely Uttar Pradesh, Bihar, Delhi and Chandigarh in India.

The project proposes to develop a 360 degree understanding of the issues surrounding migrant patients and their households, including the demand, supply as well as process aspects of the health care provision at the source of migration, along the routes of migration and at the destination of migration. Based on the understanding of the gaps which exist for leprosy patients who migrate, the project envisages to develop recommendations at all levels to address these gaps. Further, the project will develop a technology-enabled national-level management information system (MIS*) framework for location-based tracking of the migrant leprosy patients and their households in India through the life cycle of the disease.

Job summary

The project officer under the guidance of National Program Manager will provide techno-managerial support to the implementing partner and the key stakeholders for strengthening of the Migration project. S/he will develop, implement and review project activities coverage in states as per the project timelines and track the progress, in collaboration with implementing partners. This role involves travel to the states as per requirement.

S/he will oversee the implementation of the project in the mentioned project areas, working closely with partners/agencies and cross functional teams in Swiss Emmaus India both at national and sub national level to ensure effective delivery of the project in line with agreed budget and timelines. The project officer will be the person in-charge of project and will work closely with the National Program Manager and will directly manage the delivery and management of the project in close collaboration with cross functional team members and functions.

The project officer will support liaising and reporting to the donors, lead liaison with all project partners, and other key stakeholders, building strong relationships, overseeing the implementation of activities including research, communication, advocacy. S/he will collect and disseminate required information as required, ensuring that all activities are carefully coordinated and monitored on the ground.

Responsibilities

Project Management:

  • Support the program team and be the focal person to plan and undertake project in specified project locations as per the project design.
  • Support and strengthening of the projects’ strategy to fulfil the overall project objective and its quality parameters.
  • Provide techno-managerial support to identify issues, prioritize and assist in developing plans for improvement of routine activities in states.
  • Regular review of the program progress against targets, identify operational bottlenecks or risks, and work with NLEP division to strengthen the project implementation at the National and state level.
  • Support to states to develop plans for implementation of project activities in the specified geographical locations.
  • Participate in all reviews/meetings/conferences of project in coordination with the implementing partners.
  • Analysis and dissemination of project activity review and other associated data with partner agencies.
  • Undertakes field visits to the states to support project counterparts in periodic program review as well as to monitor implementation of routine activities
  • Carry other activities as suggested by the supervisor

Stakeholder Management:

  • Establish and maintain excellent working relations with the implementing partner and its team.
  • Work effectively with concerned government departments in the districts of intervention.
  • Establish and maintain cordial working relation with relevant stakeholders - Technical Agencies, Bilateral Agencies and other NGOs working in project geography.

Program Reporting:

  • Report the activities and financial progress as per the agreed schedule or requirements
  • Take lead in conceptualizing and organizing state/ district level consultations /workshops / conferences as required in the project.
  • Working with Swiss Emmaus India’s communications team to ensure effective documentation of the work being implemented,
  • Produce high quality report to be shared with the donors and other stakeholders.
  • Ensure adequate inputs for the periodic reporting and progress update presentations including blogs, success stories, anecdotes and photos

Others:

  • Promote the work of Swiss Emmaus India – communicating, both internally and externally, in an accurate, sensitive and motivating fashion
  • Understand and be an advocate, internally and externally, for the values of Swiss Emmaus India
  • Ensure that all activities comply with applicable law at all times, including compliance with data protection legislation
  • Other adhoc duties as required in line with your skills, experience and role

Qualifications and Skills

SEI seeks a results-oriented individual with the ability in producing high quality deliverables, managing multiple concurrent tasks, and meet tight deadlines with attention to detail. The successful candidate is required to have:

  • Post Graduate Degree in Public Health/Health Administration/Social Work
  • Prior experience of working with Centre/State government in policy/advisory role and experiences in project cycle management will be an added advantage
  • Prior experience in research projects will be desired
  • Good analytical, communication, teamwork and coordination skills
  • Proven ability in capacity building/training and programme monitoring and reporting.
  • Excellent interpersonal relations; ability to network, work in multi-cultural team environment, and work harmoniously with multiple partners.
  • Capable of introducing innovative strategies .
  • Strong and proven documentation and organizational skills.
  • Good working knowledge of computer applications, especially MS office.
