Job Description

SEI is an Indian development organization that works with a mandate of ‘health for the poorest’. Its prime focus is in addressing health and poverty related issues with an underlying philosophy that poor living conditions affects the health and well-being of individuals and communities.

SEI supports the services of several hospitals those are involved in treatment and care for people affected by leprosy and that also provide health care for the poor. It collaborates with the Government of India (GoI) especially in activities related to the national Leprosy and TB control programs and in view of prevention and rehabilitation of disabilities. Additionally, SEI engages itself in projects of community based rehabilitation of leprosy affected and other persons with disabilities as well.

SEI is the founder member of the ILEP in India along with being a member of the National TB Consortium (NTC).

Duties:

1) Finance & Accounts:

  • To ensure the overall Financial Management of SEI India.
  • Ensure strict compliance with FAIRMED's management standards and procedures and train staff accordingly.
  • Forecast cash flow positions and available funds for investment, operational expenses and program related activities.
  • Reviewing, Monitoring & Accounting monthly fund requirements for both Country Office (CO) & Fundraising Unit (FRU) offices based on the approvals sought from the Dep. Head’s.
  • Ensure processing of invoice, salaries, travel claims and other vendor payments for the SEI India and its units.
  • Ensure accurate, complete and timely accounting.
  • Monitoring and reporting to the Country Coordinator and (Chief Operating Officer the local income generated by the fundraising unit.
  • To prepare the financial reporting and other reporting formats of HQ and donors and submit the same as per requested periodicity.
  • Report to management on variances from the established budget, and the reasons for those variances.
  • Engage in ongoing cost reduction analyses in all areas of SEI India’s Country Operations.
  • Create additional analyses and reports as requested by CC.
  • To advise SEI after analyzing the relevant and recent Financial Public Policies, especially for NGOs in India on the changing situation and strategies to be adopted and effectively implemented as well.
  • Maintain an asset register and ensure an annual inventory.
  • Prepare the accounts and relevant reports for the external and internal audit and plan and assist to the audit of the SEI country office, FRU units and all projects implemented by SEI.
  • Ensure the implementation of the recommendation of the auditors.
  • Support the planning or plan (in case the projects cannot provide an auditor that suffices SEIs requirements) of the external financial audit of the project partners; monitor and support the projects for the implementation of the recommendation of the auditors.

2) Budgeting:

  • To manage budget process and consolidation of budgets for supported projects.
  • To supervise the grant application from projects supported and controlling the same.
  • To control the funds flow from Funding agency to NGO partner projects and direct projects.
  • Leads the benchmarking exercise every second year in close coordination with National Program Manager and the Consultant, as long as SEI still supports OBA services.
  • To work on the finalization of the yearly plan of operations (budgets) of SEI projects, new SEI program interventions and SEI project supplements in consultation with associates and if necessary to interact with project partners.
  • To carry out validation on funds utilization vis-à-vis the activities implemented and to prepare comprehensive controlling reports of the results and findings (this includes the quarterly OBA monitoring exercises).

3) Statutory Compliances:

  • To ensure accurate, complete & timely financial reporting to the Income Tax Department, Ministry of Home Affairs (MHA), & TRAI
  • To liaise with auditors to complete audit in time
  • To be responsible for all tax affairs (In-charge for recovery & remittance of tax and issue necessary returns on the same) as stipulated by the Government of India (GoI).

4) Financial Management of ILEP Consortium

  • Assist in finalizing SEI’s financial contribution to ILEP India
  • Prepare the quarterly cash forecast and transfer to ILEP Coordinator
  • Prepare the quarterly utilization report

5) Other Responsibilities:

  • To extend necessary support to Fundraising Unit and ensure Internal controls are complied with.
  • To ensure systematic filing/ documentation of records.
  • Managing a team of accountants and engage in regular formal interactions with the accountants.
  • Periodic liaison with HQ and pro-active informing of HQ about ongoing major processes, status updates, delays and the like.
  • To undertake other duties as required by CC or HQ.
  • To work flexibly with other members of the team.
  • To contribute to the development of the SEI/FM country programme strategy and to the development of new projects as required

Person Specification:

Qualification & Experience:

  • Post graduation in business administration, specialized in Finance
  • Chartered Accountant or Cost Accountant
  • 5- 7 years of experience in similar field and in reputed institution

Essential

  • Proficiency in financial accounting & reporting, including usage of Tally software and analysis and interpretation of financial statements.
  • Experience in Management accounting including budgeting, forecasting, monthly reporting
  • Proven ability for implementing and monitoring financial controls and controlling.
  • Staff management & HR experience
  • Knowledge of legal and personnel issues

Skills

  • Have excellent interpersonal and communication skills
  • Have strong influencing and leadership skills to work independently.
  • Previous experience in deriving costs for health services will be an added advantage.
  • Have excellent planning, organizational and time management skills
  • Be resilient and able to work well under pressure, prioritize a heavy workload, have proven planning skills
  • Have experience of motivating & developing teams – including performance management & appraisals
  • Competent with Information Technology
  • Have a high degree of integrity, tact and diplomacy
